In the absence of President Nancy Malone, Vice President Carolyn Little called the meeting to order at 4:30 pm.

Fourteen people were in attendance.

The minutes of the April 5, 2006 annual meeting in Wichita were approved as presented. (Clarice Howard / Nancy Keith, motion passed)

A printed President’s report (see attached) was read by participants. Comments included
- Great that we had pre-Triconference meeting via OPAL – we should do this again next year
-OPAL technology not compatible with Macs

The President’s report as accepted. (Nancy Keith/Midge Jones, motion passed)

The proposed by-laws change on the role of the treasurer was passed as presented. (Shirley Funk / Andrea Sobba, motion passed)

The finance report (see attached ) was presented and approved. (Midge Jones / Nancy Keith, motion passed)

Clarice Howard reported on the current membership for 2007. There are 170 paid members.
- 97 individuals
-56 Friends organizations
-17 libraries

Andrea Sobba gave a report on public relations. Awards were presented at the noon KLTA/FoKL luncheon. All board members were encouraged to take a turn on the awards & grants committee, as you get a real sense of what Friends groups are doing. Sue Blechl will write a Freeda B. Frank column for the newsletter on awards and grants and on how to improve the applications. All present heartily agreed that Andrea does a great job with public relations, and that her Kanlib-l listserv reminders are wonderful. The board will consider how to recognize the award winners at the conference – perhaps with photos, a reception line following the luncheon, or some badge or sash to wear.

The nominating committee presented a printed ballot (see attached). The entire slate was elected as listed (Clarice Howard / Robert Richmond, motion passed)

Carolyn Little reported that due to job changes, Dee Longoria had resigned from the FoKL Board and as Secretary. Her term expires on June 30, 2008. Sue Blechl was elected to fill Dee’s term as Secretary. (Nancy Keith / Clarice Howard, passed)

Nan Porter has resigned from the FoKL board. There are now vacancies for the SWKLS and CKLS representatives and for at-large positions.

Executive Board Minutes
January 5, 2007

President Nancy Malone called the meeting to order at 10:00 a.m.

I. Present:

Absent: Connie Doeden, Mary Markwalter

Nancy Malone conducted a drawing exercise that revealed the degree of optimism or caution likely to be exhibited by each board member. It was also to indicate attention to detail or likelihood of listening to others.

II. The consent agenda was adopted unanimously. Included were financial reports for November and December, 2006, and minutes of the October 13 Executive Board and the November 10 Executive Committee meetings.

Sue Blechl gave a reminder of the importance of KLA Legislative Day, Thursday, February 15 in Topeka. The agenda of activities and registration for the event will be posted on the KLA website in the near future. The next KLA Council meeting is January 26, 2007.

Midge Jones will attend the KLTA (Kansas Library Trustee Association) meeting in Salina tomorrow. Discussion of plans for Trustee/Friends Day at Tri-Conference will be part of the business of the day.

A Start-up Grant has been awarded to Pomona Friends of the Library. Their membership event will be held January 7. This is part of a community awareness and volunteer recruitment effort to open and operate a library in Pomona.

The Finance Committee report by Tina Stropes included discussion of a promotion of FoKL Point advertising. Contacting potential advertisers (vendors and other exhibitors) at the Topeka Tri-conference was suggested.

Clarice Howard gave a membership report which showed an increase from the same period last year. Our total 135 memberships are by category: 44 Friends groups, 16 libraries, and 75 individuals.

Carolyn Little reported on work of the Governance Committee. A review of the Memorandum of Understanding with KLA is to be complete by the March 9 Executive Committee meeting. Carolyn will work with Rosanne Siemens to see this is ready. The relationship with Hutchinson Public Library has been verbally outlined, but should be more clearly defined. Susan Richardson, Nancy Malone and Carolyn Little will complete this memorandum to also be presented to the Executive Committee in March.

Public Relations report was given by Andrea Sobba. The applications for awards and grants have been updated on the FoKL website (www.fokl.net), and they are viewable with Adobe Acrobat Reader, thanks to Nancy Malone. The applications will be submitted to the Hutchinson Public Library, then forwarded on to the awards committee. Announcements of deadlines and criteria for the awards will be posted on the Kansas library listserv, Kanlib-L. Nancy Malone will contact Josh Motsinger to request the out-of-date FoKL website be removed from Blue Skyways.

V. Unfinished Business

Paola is asking for assistance in re-vitalizing their Friends group. Nancy Keith, board member from Northeast System, and Andrea Sobba from Southeast System have been attempting to advise the group. They will follow-up on the formation of the group.

The winter issue of FoKL Point should be out next week. Susan Richardson requested that if any misspellings or other errors are noted, contacting her would be helpful in making corrections. The Tri-Conference edition of FoKL Point will include announcement of award winners and groups receiving Challenge Grants. Announcement of Vikki Jo Stewart as the recipient of the Duane Johnson Library Leader Award is in the winter issue. It was agreed that the Tri-Conference news should also be included as an insert in the summer issue of FoKL Point.

Midge Jones gave a brief description of the progress of plans for Trustee/Friends Day, April 11 in Topeka. She is working with Marilyn Arnone, KLTA staff assistant, to finalize plans for the awards luncheon. Nancy Malone offered to assist with determining the luncheon details. She reminded the board that registration forms for Tri-Conference must be accessed online. A link to the conference website has been added to the FoKL webpage, and a reminder about the online form is included in the newsletter. It was announced that at present the FoKL board meeting is scheduled at the same time as Vikki Jo Stewart’s presentation. Reminding members of local Friends groups to attend this session should be beneficial as Vikki Jo’s experience with volunteers is extensive.

FOLUSA (Friends of Libraries USA) membership is not a budgeted expense, but our membership is considered valuable. Their website includes useful tips for all who are given a password to access it. Membership was approved following a motion by Clarice Howard and a second by Nan Porter.

Details of KLA Legislative Day have not yet been announced. Nancy will post the information in an email to the board when they are on Kanlib-L. There will be an explanation of the KLA agenda for the day as well as tips for contacting legislators. SCKLS will not be taking a bus to Topeka for the event this year, but will be encouraging carpooling. Sue Blechl recommended that FoKL provide more support on legislative and educational issues.

Dates for Executive Committee meetings on OPAL are February 9 and March 9 at 10:00 a.m. The next quarterly board meeting will be Wednesday, April 11 at Tri-Conference. The July 13 board meeting at Eureka will be held in the new library building. Those unable to be at the summer meeting include Eunie Boeve and Shirley Funk. The meeting adjourned as moved by Nan Porter and seconded by Marion Renner.

President Nancy Malone called the meeting to order at 9:30 a.m. Present were Nan Porter, Marion Renner, Sue Blechl, Connie Doeden, Susan Richardson, Mary Markwalter, Eunice Boeve, Midge Jones, Tina Stropes, Andrea Sobba, and Clarice Howard.

The new director of the Hutchinson Public Library, Gregg Wamsley, welcomed the group and told about his previous experience with Hutchinson Public Library.

As a get acquainted exercise, everyone present reported on things her Friends Group or library is presently doing.
Communications:

The Friends of the Mulvane Library reported on the use of the $125 grant that was extended to them. Sue Blechl reported that the “Frieda B. Frank Letter” featured in FoKL point was an actual letter.

Sue Blechl moved with a second from Mary Markwalter that the consent agenda including Minutes of the July 14 Executive Board Meeting, Minutes of August 11 Executive Committee Meeting, Minutes of September 8 Executive Committee Meeting, September 2006 Financial Report and written reports from Finance, Membership and Governance Committees be approved. Motion carried.
Committee Reports:

KLA COUNCIL

Sue Blechl attended the KLA Council. It will meet again October 20 in Topeka. Connie Doeden will attend in place of Sue. KLA is looking at a new website. Tri-Conference is considering a new contract.
FINANCIAL

Connie Doeden reported that the committee is considering paid ads in FoKL Point. They are reviewing KLTA guidelines for ads, checking on postal rates and targeted marketing audiences.
MEMBERSHIP

Clarice Howard reported that at present we have 122 memberships paid. 114 members have NOT sent dues but had paid dues in 2005. The committee will be contacting these.
PUBLIC RELATIONS

Andrea Sobba reported that her committee is working to remove the FoKL website from BlueSkyways. The new blog address will be included in the Newsletter. The theme for Tri-Conference will be the 25th Birthday of FoKL using the verse:
Make new friends, but

Keep the old.

One is silver;

The other is gold.

Prizes will be variations of the theme with silver kisses, etc.

As part of the goals of the committee, they wish to have every system submit at least one nomination for a FoKL award of some type.

GOVERNANCE

A written report, attached, was presented in absence of Carolyn Little.

NEW BUSINESS:

After discussion it was decided not to bond the treasurer of FoKL at this time.

The relationship with KLA was discussed. Connie Doeden MOVED with a second from Mary Markwalter that President Nancy Malone and Treasurer Tina Stropes explore the possibilities of a contract for a mailing address, bookkeeping, mailing, database maintenance, etc. with Hutchinson Public Library and present the information to the next executive committee meeting for action or further discussion. The motion carried.

Midge Jones MOVED with a second from Mary Markwalter that FoKL pay membership dues to KLA. The motion carried.

The FoKL Point deadline for news is December 10. Please send news to Susan Richardson or Nancy Malone.

It was the consensus of the group that a guideline for the basket for Tri-Conference be approximately $50 which will be funded from the FoKL treasury. Suggestions for items for the 25th birthday theme are welcomed by Andrea Sobba.

Midge Jones reported on Tri-Conference. She had each attendee choose six topics from ten for Wednesday sessions. Andrew Sanderbeck, resource consultant, will be the main speaker. FoKL still needs to find sponsors that will contribute a total of approximately $800 to help with his fees. KLA has pledged $750, KLTA, $500, and FoKL $500.

It was suggested that the luncheon be titled, “Kansas Library Celebration Luncheon” in an effort to include more from the general library community.

At present the schedule will allow one joint session, one breakout session, followed by the annual meeting.

Discussion regarding the Duane Johnson Library Leader Award was held. It was suggested that a picture of the award plaque be put on the website. At present the plaque will be kept in Hutchinson. Nancy Keith has accepted the appointment to chair the Awards and Grants Committee.

A big THANK YOU was extended to our hosts at Hutchinson Public Library and their FoKL group.

The next full board meeting will be January 12, 2007 by video conference.

The meeting adjourned. Following the meeting a tour of the bookstore was given by Susan Richardson.
